JasH Davidson 0f Oshkosh and chairman on the committee on railroad and canals of the sixtieth congress to Dr Frederick Lawson a well known Portage boat enthusiast brings encouraging news in regard to the prospects of the river improvement and a fonr foot channel between Montello and Portage Congressman John Nelson of this distriot and Congressman Davidson are united in their efforts to better conditions The letter to Dr Lawson from Congressman Davidson follows: Washington May 18 1809 Dr Frederick Lawson Portage Wia My dear Your letter with a clipping in reference to navigation on the upper Fox at hand When Major Warren was in charge of the engineering works of river and harbor improvement in Wisconsin he recommended the npper Fox be abandoned by the government that no farther work be done thereon as there would not be sufficient oommeroe to justify any farther expenditure of money on behalf of the general govern ment That report came to Congress and was referred to the Rivers andHar- fbors committee of which' I ani ft mem tber I strenuously opposed the report and insisted that appropriations should made to complete the existing project for the improvement of the Fox river This project provided for a six foot channel from the mouth of the river to Montello and a four fOOl OhftU' nel from MoUtellO to Pottagd -Farfr'aQmber of years work on the project progressed very slowly as dredging could only be done at certain seasons of the year and theiTby dipper dredges which piled the sand in a high bank close to the river the result being that large portions of the dredged ma- ferial was again washed into the river appropriation was a con-' dredge and since this has been in operatk mftterial progress has been made waa naturally commenced of the river and has Engineers to complete the project for a four foot channel from tello to Portage at the earliest possible date I think it might be advisable to have the dredge go through and remove those sand bars which constitute the most serious obstruction to navigation first and afterward go on with the work of completing the four foot channel I know there are a number of pleasure boats at Portage that would make use of this improved upper river as soon as it is available but if appropriations are expected for the improvement and maintenance to navigable ohonnels there most be some commerce to justify it and 1 sincerely hope a oommeroe will develop on the upper Fox that will not only justify the completion of the four foot project for which I have strongly contended but whioh later will lead to at least a six foot channel from Montello to Portage In your letter you state to place the blame for this neglect is Ido not know to what you refer in writing to me in that way I have on every oocasion urged the improvement of the npper Fox and probably had it not been for my position on the Rivers and Harbors committee that portion of the river would have been abandoned ere this Congressman Nelson has been exceedingly aotive in your behalf and has done everything in his power to have the npper Fox improved Both he and I have lately had nP with the Chief of Engineers the propositions to improve the government levee at Portage and we are doing everything we can in oonneotion with that proposition Yours very sincerely Davidson the the end tff speas bihties of tello and
